My modest suggestion for cities or towns sunk into recession.

Investing for the future

Atlantic City is dying or so I read on the newspapers. There's nothing but a handful of casinos and a beach. They spent twelve million dollars on what was the jewel of the place, but now it stays empty and ruined. The management suspended payment of salaries on some occasions since it was opened to the public and thousands of them face redundancies and unemployment. They don't know what to do with such a magnificent and costly building as well as others in the area.
To be honest, building a city's economy on casinos and play is doomed to failure.
Some people suggest that this magnificent building could be turned into a university. Ah, as if there weren't enough of them already!
Let me tell what I'd do with them.
I'd turn them into affordable accommodation for people who have lost their homes and dwell in the streets of any city. Then, I'd let them have a plot where they could work the land, producing their own food. They would cease to be homeless and they'd have food to eat rather than going in the streets begging for few coins to feed themselves or their families. The remains of their produce could be sold to people as I' m sure many people would give anything for fresh produce instead of the one made in laboratories.
This may be a naive suggestion, but it's a reasonable one when a city that has had a faked economy crumbles into pieces.
Atlantic City want to stand up on its foundations to create an economy that really helps to their people instead of one that will only serve to those who a bunch of dollars to squander them in one evening while they can have them.

it's a modest and perhaps naive suggestion in a world that is dominated by a tiny minority that are greedy and anxious to rule on our lives. It may not be so naive in the future.
